Guideline value vs market value – how land is really priced around Rasipuram & Namakkal

Sellers quote one number, the registration office uses another, and the bank's valuer produces a third. Understanding the three saves you money at registration and stops you over- or under-pricing your own land.

1. Guideline value – the government's floor price

The Tamil Nadu Registration Department fixes a guideline value for every street in a town and every survey number in a village. It is the minimum value on which stamp duty and registration fee are charged, whatever price you actually pay. You can look it up free on TNREGINET (tnreginet.gov.in → Guideline Value) by selecting the zone, sub-registrar office (Rasipuram or Namakkal), village and survey number. Values are revised periodically and were last revised state-wide with an increase; always check the current figure rather than an old printout.

2. Market value – what buyers actually pay

In slow interior villages the market rate can be close to the guideline value. Near NH-44, on the Rasipuram – Namakkal road and in new layouts the market rate is often several times the guideline value, because the guideline lags fast-moving areas. The reverse also happens: a guideline value set for a whole survey number may be higher than what an inaccessible interior portion of it would fetch. That is why we never price land from the guideline sheet – we price from recent registered sales in the same village and the plot's own road, water and frontage.

3. Stamp duty and registration fee

At registration the sub-registrar takes the higher of the sale consideration in the deed and the guideline value, and applies the current Tamil Nadu stamp duty and registration fee percentages for a sale deed (the schedule is published on TNREGINET; together they are a significant share of the value, so budget for them). Under-stating the price in the deed to save duty is illegal and, more practically, hurts the buyer later: capital-gains tax on resale is computed from the low recorded price, and banks lend only on the deed value.

4. The bank valuer's number

For a loan, the bank's empanelled valuer visits and reports a "fair market value" – usually conservative, somewhere between the guideline and the asking price. The loan is a percentage of the lower of the valuer's figure and the deed value. If you are stretching your budget, ask us to estimate the likely valuation before you sign the agreement.

Can I register at guideline value if I paid more?

The deed must state the actual consideration. Registering below the real price is undervaluation and can attract penalty and later tax problems for both sides.

Who pays stamp duty – buyer or seller?

By custom in Tamil Nadu the buyer pays stamp duty, registration fee and document-writer charges; the seller clears pending taxes, EB dues and obtains any release deeds.

Is guideline value the same for punjai and converted house sites in one survey number?

No – house-site / layout portions usually carry a per-sq.ft guideline value that is higher than the per-acre agricultural value of the rest of the survey number.
