DTCP approval explained – and how to verify it yourself

"DTCP approved" is printed on almost every plot advertisement between Rasipuram and Namakkal. Here is what it actually means, what it does not guarantee, and the five-minute check that separates a real approval from a promise.

What DTCP approval is

The Directorate of Town and Country Planning (DTCP) – acting through the Local Planning Authority (LPA) for areas like Namakkal – sanctions a layout: the division of a larger piece of land into plots, roads and open space. Approval means the layout complies with the Tamil Nadu Combined Development and Building Rules: road widths, minimum plot sizes, 10 % Open Space Reservation (OSR) handed over to the local body, and that the land was legally converted from agricultural use. Each plot then gets its own patta after the layout is registered.

What it does not mean

Approval says nothing about the title. A perfectly approved layout can still sit on land with a family dispute or a promoter's mortgage. So the layout check is in addition to – never instead of – the patta and EC check for the individual plot. It also does not mean roads and lights are already built; approval is given on a plan, and the promoter is obliged to develop it.

Panchayat-approved and unapproved layouts

Before the rules were tightened, many village layouts were "approved" only by the panchayat president. From 2016 registration of plots in unapproved layouts was restricted, and a regularisation scheme was opened for older layouts. Today: a panchayat-only layout may need regularisation before a bank will lend or a building plan is approved; an unapproved layout plot may be refused registration altogether. Cheap plots in such layouts are cheap for this reason.

Why banks care

A plot loan is secured on the plot. Banks lend on approved plots because they can be legally built on, resold and, if necessary, auctioned. This is also why approved plots hold value in a slow market while unapproved ones stall. See our bank loan page for eligibility.

Frequently asked

Is "LPA approved" the same as DTCP approved?

Yes – the Local Planning Authority approves layouts on behalf of DTCP within its planning area. Outside LPA areas the DTCP regional office approves directly.

Can an unapproved plot be regularised later?

Only when the government opens a regularisation window and the layout meets the conditions, with a fee. It is not something a buyer should count on.

What plot size is allowed in an approved layout?

The rules set a minimum plot size and frontage; common approved sizes in our area are 1,200 – 2,400 sq.ft. Very small plots in a "DTCP" layout are a sign that the plan was altered after approval.
